What is a Character Certificate?

A character certificate is a formal document issued by a responsible authority, such as a school or college principal, a gazetted officer, a previous employer, or a ward-level officer, certifying that the named person is of good moral character and has no known adverse record during the period the authority knew them. It is one of the most frequently requested documents in India for government job applications, passport and visa processing, police verification, college admissions, and some private sector onboarding.

The certificate is issued on the letterhead of the institution or authority. It names the person, states the period during which the authority has known them, confirms the character assessment, and is signed and stamped by the issuer. In the older format this was a physical document with a wet signature and a rubber stamp. Today, many institutions accept a digitally signed PDF, and the Aadhaar eSign workflow is ideal because the signer's identity is cryptographically verified at the moment of signing.

Character certificates are single-party documents. The issuing authority signs; the subject of the certificate does not sign their own character. The certificate is meant to be an independent third-party statement. That means the signer is the principal, gazetted officer, or employer, not the student or job applicant who is asking for it. For police verification under the Passport Act, 1967 and under the procedures of the state police, the certificate is submitted as supporting material and is verified independently by the police.

Who needs a character certificate?

Students seeking college admission or scholarships

Most Indian universities and scholarship schemes require a character certificate from the principal of the last attended institution.

Government job applicants

SSC, UPSC, state PSC, and defence recruitment boards routinely ask for a character certificate from a gazetted officer or the last employer.

Employees changing jobs

Some employers, especially in banking, insurance, and regulated sectors, ask for a character certificate from the previous employer as part of background verification.

Passport and visa applicants

Certain passport categories and long-term visa applications ask for a character certificate as supporting evidence for police verification.

Legal framework

Legally valid under Indian law

A character certificate is a certificate of fact issued by an authority. It is not a contract, an affidavit, a will, or a negotiable instrument, so it is not on the Schedule I exclusion list of the Information Technology Act, 2000. Under Section 3A of the IT Act 2000, an Aadhaar eSigned character certificate carries the same legal standing as a physically signed and stamped certificate on letterhead. For government recruitment, character certificates are typically accepted from a gazetted officer, principal, head of department, or the last employer of the candidate. The authority for gazetted officer certification comes from the administrative practice of the Government of India and individual state governments, not from a specific statute, which is why there is no single central template. Each recruitment notification sets out which authorities it will accept. For passport and police verification, the Passport Act, 1967 and the Passport Rules, 1980 provide the statutory basis for police verification of applicants, and character certificates are supporting material under that framework. Some state police portals now allow upload of a digitally signed PDF, while others still collect a wet-signed original during the home visit. For college admissions, university statutes, the UGC Regulations on admissions, and individual institutional rules govern the requirement. None of these require stamp paper, notarisation, or registration of the certificate itself. The subject of the certificate does not sign. Only the issuing authority signs. If the authority is a principal, the institution's rubber stamp or a digital seal of the institution alongside the Aadhaar eSign strengthens the document.

Important note

Some recruitment boards still insist on a physical certificate on original letterhead with a wet signature. Always check the specific notification before relying solely on an eSigned PDF.

  • Name, designation, and institution of the issuing authority on the letterhead
  • Reference number and date of issue
  • Full name, father's or mother's name, and date of birth of the subject
  • Period during which the authority has known the subject (for example, 2022 to 2024 in the role of student or employee)

  • Confirmation that nothing adverse has come to the notice of the authority during that period
  • Purpose for which the certificate is issued, if known (for example, higher studies, employment, passport)

Does the student or applicant sign their own character certificate?
No. The issuing authority signs. A character certificate is meant to be an independent statement by someone who knows the applicant, not a self-declaration by the applicant.
Is an eSigned character certificate accepted for police verification?
It is accepted by many state police portals that allow document upload. For physical verification during a home visit, the police officer may still want to see the original letterhead copy.
What is the validity of a character certificate?

Can a Class 12 principal issue a character certificate after the student has left school?

No. Stamp paper is for instruments that attract stamp duty. A character certificate is a statement of fact on letterhead and does not attract any stamp duty.
