What is Tenant Verification Form?
A tenant verification form is the document a landlord files with the local police station to formally declare that they have rented out the property to a specific tenant. It contains the tenant's personal details, photograph, ID proof, previous address, emergency contact, and the landlord's declaration. The purpose is simple: the local police maintain a record of who is living in their jurisdiction so they can respond quickly if anything goes wrong.
Tenant verification is mandatory in most Indian metros. In Delhi it is required under the Delhi Police Act and landlords who rent without filing it can be penalized. Mumbai, Bangalore, Pune, Hyderabad, and Chennai all have similar requirements, usually enforced through circulars from the local police commissioner. Many housing societies also insist on a verified form before allowing a new resident to move in.

Common mistakes to avoid
Legal validity of an eSigned tenant verification form
Tenant verification forms are administrative declarations filed with local police authorities. They are not conveyances, wills, trusts, or negotiable instruments, so they fall outside the Schedule I exclusions of the IT Act 2000 and are fully eligible for Aadhaar eSign under Section 3A. The form's legal weight comes from its contents and the signer's identity verification, both of which Aadhaar eSign captures better than a handwritten signature. In Delhi, tenant verification is mandated by the Delhi Police Act and orders issued by the Commissioner of Police, with penalties on landlords who rent without filing. Mumbai (under the Maharashtra Police Act) and Bangalore (under Karnataka Police Act) have similar requirements enforced through police circulars. One important caveat: while an eSigned form is legally valid as a signed document, some police stations still require the landlord to submit a physical printout at the counter, and a few demand the tenant's passport-size photograph attached. In practice, landlords eSign the form to get verified signatures quickly, print the final PDF, attach photographs, and submit at the police station. Some state police portals (Delhi Police, Bangalore City Police) now accept uploaded PDFs directly, eliminating the physical visit altogether.
