What is Tenant Verification Form?

A tenant verification form is the document a landlord files with the local police station to formally declare that they have rented out the property to a specific tenant. It contains the tenant's personal details, photograph, ID proof, previous address, emergency contact, and the landlord's declaration. The purpose is simple: the local police maintain a record of who is living in their jurisdiction so they can respond quickly if anything goes wrong.

Tenant verification is mandatory in most Indian metros. In Delhi it is required under the Delhi Police Act and landlords who rent without filing it can be penalized. Mumbai, Bangalore, Pune, Hyderabad, and Chennai all have similar requirements, usually enforced through circulars from the local police commissioner. Many housing societies also insist on a verified form before allowing a new resident to move in.

Both the landlord and the tenant are required to sign the form. Traditionally this has meant meeting in person or couriering printed forms. With Aadhaar eSign, the landlord drafts the form, uploads it, adds the tenant as the second signer, and both parties verify identity with an Aadhaar OTP. The signed PDF can then be printed and submitted at the local police station, or filed through the relevant state police online portal where accepted.

Essential clauses in a tenant verification form

Make sure your tenant verification form includes these clauses before you sign.

  • Full name, age, and gender of the tenant
  • Permanent address and previous address of the tenant
  • Tenant's Aadhaar, PAN, or other government ID number
  • Tenant's occupation, employer, and contact details
  • Emergency contact and reference person
  • Complete address of the rented premises
  • Landlord's declaration and contact details
  • Duration of tenancy and commencement date

Common mistakes to avoid

Filing an incomplete form without the tenant's previous address or ID proof attachment
Missing the reference or emergency contact section, which most police stations reject
Not attaching a current passport-size photograph of the tenant
Assuming eSign replaces physical submission when the local police station still requires a counter visit
Waiting until after the tenant has moved in, which can invite a penalty in Delhi and Mumbai

Legal validity of an eSigned tenant verification form

Tenant verification forms are administrative declarations filed with local police authorities. They are not conveyances, wills, trusts, or negotiable instruments, so they fall outside the Schedule I exclusions of the IT Act 2000 and are fully eligible for Aadhaar eSign under Section 3A. The form's legal weight comes from its contents and the signer's identity verification, both of which Aadhaar eSign captures better than a handwritten signature. In Delhi, tenant verification is mandated by the Delhi Police Act and orders issued by the Commissioner of Police, with penalties on landlords who rent without filing. Mumbai (under the Maharashtra Police Act) and Bangalore (under Karnataka Police Act) have similar requirements enforced through police circulars. One important caveat: while an eSigned form is legally valid as a signed document, some police stations still require the landlord to submit a physical printout at the counter, and a few demand the tenant's passport-size photograph attached. In practice, landlords eSign the form to get verified signatures quickly, print the final PDF, attach photographs, and submit at the police station. Some state police portals (Delhi Police, Bangalore City Police) now accept uploaded PDFs directly, eliminating the physical visit altogether.

Frequently asked questions

Everything about eSigning your tenant verification form in India.

Is tenant verification mandatory everywhere in India?
It is mandatory in Delhi, Mumbai, Bangalore, Pune, Hyderabad, and many other metros. Smaller towns may not strictly enforce it, but filing is always recommended for legal safety.
Can I submit the eSigned form online through a police portal?
Delhi Police and Bangalore City Police accept uploaded PDFs through their online portals. Mumbai Police and others still prefer physical submission, though this is gradually changing.
What is the penalty for not filing tenant verification?
In Delhi, the landlord can be fined under the Delhi Police Act. In Mumbai, penalties are imposed via police circulars. Beyond the fine, an unverified tenancy creates legal exposure for the landlord if the tenant is later involved in any incident.
Does the tenant need to be present physically?
No. With Aadhaar eSign, the tenant can verify and sign from wherever they currently live. Only the final printed PDF may need to be submitted at the police station.
What if the tenant refuses to share Aadhaar?
Landlords are entitled to collect basic ID proof before renting. Tenants unwilling to verify their identity should not be accepted, since it exposes the landlord to police penalties.
How long does the verification remain valid?
Typically for the duration of the tenancy. If the tenant renews the rental agreement, most police stations do not require a fresh verification unless details change.
