What is a NOC for Passport?
An NOC for passport application is a letter issued by an employer to an employee stating that the employer has no objection to the employee applying for, renewing, or reissuing an Indian passport. It is most commonly required for central and state government employees, public sector undertaking (PSU) employees, and employees of autonomous bodies, who are expected to route a passport application through their appointing authority. For private sector employees, the NOC is not always required, but many applicants still submit it to speed up the verification step on the Passport Seva portal.
The letter is addressed to the Regional Passport Officer or to 'The Passport Seva Kendra' and is issued on the employer's letterhead. It names the employee, states their designation and date of joining, confirms that no disciplinary or vigilance proceedings are pending, and says that the employer has no objection to the passport being issued. It is typically used together with Annexure B (Identity Certificate), Annexure M (Prior Intimation), or Annexure N (No Objection Certificate) depending on whether the applicant is a government employee, whether they are applying for the first time, and whether they want same-day tatkal processing.
The NOC is a single-party document signed by the employer. The employee does not sign their own NOC. The Aadhaar eSign workflow is useful because HR can issue the letter directly from an HRMS without printing, scanning, and couriering. A signed PDF can be uploaded to the Passport Seva portal along with the other supporting documents. For central government employees submitting Annexure B as an Identity Certificate, the Ministry of External Affairs may still ask for the physical original during the interview, so the eSigned PDF is usually a first-step supporting document rather than a final replacement for the original.

Central and state government employees

Legally valid under Indian law
The passport application framework in India is governed by the Passport Act, 1967 and the Passport Rules, 1980, administered by the Ministry of External Affairs through the Passport Seva Kendras. Under this framework, government, PSU, and autonomous body employees are required to either submit a No Objection Certificate from their employer or follow the Prior Intimation (Annexure M) route, depending on whether they want immediate processing or are willing to wait for departmental clearance. Private sector employees are not required to submit an NOC but often choose to. The NOC itself is not a contract or a Schedule I excluded document. Under Section 3A of the Information Technology Act, 2000, it is fully eligible for Aadhaar eSign, and an Aadhaar eSigned PDF carries the same legal standing as a wet-signed letterhead copy. An important caveat to flag for government applicants. The Ministry of External Affairs has historically required physical originals of Annexure B (Identity Certificate) for certain central government categories, which the applicant carries to the Passport Seva Kendra on the interview day. Even when the supporting NOC or Annexure is uploaded digitally, the physical original may still be asked for during the in-person appointment. The position has evolved over time with more digital acceptance, but the safest practice is to keep both the eSigned PDF and a wet-signed printed copy ready for the Passport Seva Kendra visit. The NOC is single-party signing. Only the employer (HR head, appointing authority, or authorised signatory) signs. Stamp paper, notarisation, and registration are not required.
